As the Government of Jamaica rolls out its response to the COVID-19 pandemic, the Ministry of Industry, Commerce, Agriculture and Fisheries (MICAF) is doing its part in minimising the potential spread of this disease by way of limiting person-to-person interactions in our day-to-day operations as much as is possible. As such, in keeping with the overall government response and to ensure the safety of all, including you, our valued clients, effective Wednesday, March 18, 2020 the following will be implemented:

  • All Import Permits must be applied for online by logging on to the Ministry’s trade website (MOATS) at www.moatrade.gov.jm to submit applications.
     
    • Once approved, a notice will be sent electronically and payment should be made online using the same website. This will require the use of electronic banking cards.
    • Import Permits that are approved and paid for will be automatically transferred to Jamaica Customs Agency, ASYCUDA as a part of our new paperless system (a guide to how to pay online is provided).
    • Importers can retrieve/print their own permit via the E-Trade site at (https://etrade.egovja.com/TFS.WebUI/Views/Login/Index.xhtml)

PLANTS AND PLANT PRODUCTS

  • All plant trade (both export and import) between the USA and Jamaica requiring a phytosanitary certificate will become fully electronic. The phytosanitary certificate will be sent directly to the Branch from the USA and vice versa. No paper phytosanitary certificate will be issued.

Please fill out application forms for non-commercial and commercial phytosanitary inspection from the safety of your workplace or home. Payments can be made at any of our cashiers. Please scan and send the completed form and payment receipt to ppq@moa.gov.jm. Once payment is verified, your certificate (e-phyto or hard copy) will be prepared. The forms are available online at https://www.moa.gov.jm/document-categories/forms.

ANIMALS, ANIMAL PRODUCTS AND ANIMAL BY-PRODUCTS

  • All application forms for export of live animals and terrestrial animal products (excluding aquaculture and marine products) should be completed, scanned and submitted to the Permit Office at vsdpermits@gmail.com. Payments can be made at any of our cashiers. Applications for export of aquaculture and marine products should be done in the usual manner in keeping with the Aquaculture Act.

Persons intending to travel to Jamaica with their pets must first contact the Permit Office urgently via email (vsdpermits@gmail.com) or telephone, for further important instructions.

  • MICAF is requesting that clients utilize the Ministry’s online platform as much as possible when conducting business with the Ministry, in an effort minimize person-to-person contact at this time
